Meet Your Duties Under the 2025 Regulations
The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 introduced new duties for Responsible Persons managing high-rise and higher-risk residential buildings. Organisations must now identify residents who may have difficulty self-evacuating and offer them a Person-Centred Fire Risk Assessment (PCFRA).
Osterna provides structured PCFRAs that help housing associations, managing agents, and Responsible Persons assess individual evacuation risks, maintain compliant records, and support safer outcomes for vulnerable residents.
Need help understanding your responsibilities?
What Is a Person-Centred Fire Risk Assessment?
A Person-Centred Fire Risk Assessment (PCFRA) is a specialist assessment for residents who may be at increased risk of fire. It considers the individual's needs, vulnerabilities, and ability to respond in an emergency, helping identify any additional measures required to support their safety.
PCFRAs are commonly used within supported housing, sheltered accommodation, and residential buildings where occupants may require additional assistance. The assessment may also inform the development of a Personal Emergency Evacuation Plan (PEEP) where appropriate.
