Emergency Lighting Testing & Inspection

Responsible Persons must ensure emergency lighting systems are appropriately maintained where fire safety legislation applies. While legislation does not prescribe every testing interval, following recognised guidance such as BS 5266 helps demonstrate that emergency lighting testing requirements are being met through appropriate inspection, testing, and maintenance.

Recognised guidance, including the British Standard BS 5266, recommends a programme of routine emergency lighting testing that typically includes daily visual checks (where applicable), monthly functional tests, and an annual full-duration test. These tests help confirm that the system will operate correctly during a power failure. The appropriate testing regime should always reflect the building, its occupancy, and the findings of the Fire Risk Assessment.

Routine monthly tests, including visual inspections and functional checks, may be completed by the Responsible Person or a nominated representative who has received appropriate instruction. Annual tests, fault diagnosis, and maintenance should be carried out by a competent person. Monthly functional testing typically involves simulating a failure of the mains power supply to confirm the emergency lighting system operates correctly.

Any faults identified during testing should be recorded, investigated, and rectified without unnecessary delay. Where emergency escape lighting does not operate correctly, appropriate interim fire safety measures may be required until repairs have been completed. Maintaining effective emergency lighting helps ensure the premises remain appropriately illuminated to support safe evacuation during an emergency.

An emergency lighting certificate should be issued by a competent person who has carried out the inspection, testing, installation, or maintenance of the emergency lighting system. The certificate confirms that the work completed complies with the relevant standards and should be retained as part of the building's fire safety records. 

Responsible Persons should ensure certification is completed by a suitably qualified contractor with appropriate experience in emergency lighting systems.
